How to up item to +15??

I want to up my item to +10--> +15 , but i dont know how . I saw chinese say he can up to +15 with 100% successull, How he do that??

It is. You have a 66-75% chance of enchanting weapons/armour on official (general consensus is 66% (what devs have stated), however others claim higher (which may just be due to the fact that the only true way is to be the only one enchanting, and to enchant a ton of items to get a good percentage - not going to happen)). Jewelry is an unknown (but supposedly lower) chance to successfully enchant.

Recently, the latest L2J SVN was changed to 65%, and on older versions it was 50%. It uses the same percentage for everything (it doesn't have a different jewelry enchant rate like official).
