can my bot use steal coin (rouge) w/o using any amount of SP? like in teleport..

NO , MKHR and Openkore can't use Steal coin without comsume SP

except ! You the RAW PACKETS of Steal coin
and you write new function "Steal coin" in Kore main AI
manage this to send the RAW PACKETS of Steal coin instead of send Skill Steal Coin using's packets
... but neither me or you know that exception.

the only RAW PACKETS with were distributed through Botting are
1. Teleport (so no SP consume and commited Instance but need to have teleport Skill)
2. Arrowcraft (no SP Comsume , commited Instance but need to have Ingredient)

Ps. I made my Rogue use Steal coin too, and found out that maxAttempts=1 is the most Approciated
