Fan?
Update all of your drivers from say the dell website if you bought a dell , it could be a processor problem that can be fixed with no trouble.
Updated graphics drivers?
Sounds like a hardware problem. You should make sure all your hardware is installed correctly. If that doesn't fix the problem, make sure that you have the right drivers for your hardware and that they are installed properly.

It might not necessarily be your pc, and by that I mean the hardware. Have you tried uninstalling and reinstalling/updating drivers? If you have tried that already, have you tried something like formatting your harddrive, creating new partition, and reinstalling windows? Sometimes the most retarded shit happens and things randomly dont work with windows installations.
If nothing works with drivers, hardware settings, and operating system trouble shooting, try contacting your hardware makers (videocard, ram, processor distributor) and see if they have heard of any known problems with anything.
Hopefully you get it working, good luck.

And if that doesn't work, please ask your question on www.steampowered.com forums too. They have more people that know things about this kind of problems. :)

I had this problem at first. It only happened a few times but as the people above said, make sure all drivers are up to date. If you have any drivers for your monitor don't forget those. Also depending on if you have an nvidia or ati graphics card click start, run, type in services.msc and if you have an nvidia card disable the nvidia display driver service, if you have an ati card I can't remember what it's called, but it's in there. This eradicated all my occurences of the blue screen and it works flawlessly now.

..wow... how about try some common since stuff..
1. Reinstall the game
2. Check Steam Forums... make sure your firewall is not blocking the ports cs:s needs... that includes the firewall on your router also if you have one(sometimes a firewall will completely block access to a program when its an online based server such as cs:s, this does not mean online... but if you are not connected to internet you cannot play cs:s at all..)
3. open my computer, go to view system information, under the 'hardware' tab, click on device manager... Check ALL system minimum requirments and make sure you computer meets ALL of them... even though its a new computer it still might not meet them all.
4. Update drivers... you can do this by going onto "http://www.google.com" and searching the names of your drivers... you can get these names by looking in device manager...
5. If all else fails reinstall windows xp drivers... sometimes the drivers get messed up during first installation, so insert disk that came with computer and reinstall... if you get an error message saying driver not found... open your computer's tower and make sure all drives are inserted correctly... or bring it to a computer repair shop and pay them 300$... your choice.
