Seen the "child D middle finger manager middle finger error?"
Well that does mean you are banned.
WarRock does not IP ban you, they just block your account. So what should you do? Create another account? Yes. But now look at the verification image, It's in Korean!
If you don't have Office XP, or are too lazy to get it, then your in luck. I will offer you my contact information though AIM, or MSN. Please use AIM because usually I'm not on MSN most of the time.

IF YOU WANT TO DO IT YOURSELF, READ ON...
Some people have been asking that question and some answering it with korean charactors. What they had was:
Office XP (I think all versions work)
and the Korean IME + Korean language pack
To get these you must install Office XP, then after that go into your add/remove programs in the control panel. Then select Office XP and "add or remove features". Then go through these tabs to the two components you need:
Office XP
-Office Shared Features
--Alternative User Input
---Speech
---Handwriting
You need the two items, speech and handwriting. Install them and then after that is done, get the Korean IME here: http://www.microsoft.com/downloads/details.aspx?FamilyID=5B0BF34F-2D58-4334-A1A8-0B3B43D474A6&displaylang=en
Download and install. After finishing the installation, run an Office program such as Word. Do you see a menubar in the upper right? Good. Select the korean language and click the Hang/Eng button so that the A icon IS NOT there anymore. Go to the WarRock registration page and click in the box to type in the code to verify. In your toolbar in the upper right, click IME pad and start drawing the korean charactors. Once identical to the ones in the image, you should be able to find the right one and it will automatically input it in the box on the registration site.
