In the CE settings I click the "configure unradomizer" button and it gives you a field of where you can enter the Default return value, and there's this other box that says "Incremental value". What does that incremental value do?

I tested it while I was getting perfect stats using the unradomizer. When you dont have that inceremental value checked and have the return value as 0 the stats are distributed as 13 str and the rest 4. When the incremental value is ticked, the stats are 7,6,6,6 or 6,7,6,6 in random order. It does something.. but I dont know what the hell its doin.

No... It's:
0 for Str
1 for Dex
2 for Int
3 for Luk
Also, you could use it for quests such as John's. Just before you click on the flower thing, configure the unrandomizer to 0 and turn it on and just click on the pile of flowers and you'll automatically get the amount needed all in 1 shot. No need going back and forth 10,000 times.

I think it tries to divide the AP evenly.

Another thing is that.. when you put in 6 its going to be INT. So that tells me whatever value you enter (lets say variable 'n' ) its going to be like this:

4*n+1 = Dex
4*n+2 = Int
4*n+3 = Luk
4*n+4 = Str

I figured every randomized function in game is bound some series like the one shown above. (i.e. weapon swings)

you can set to 0 for overhead swings, and 3 for stab. Unfortunately, you will get dc after a few swings.

there probably is a way that you can set it so it doesnt dc you but i have not become that advanced yet in the hacking industry :)
