Wtf CE error?

I recently uninstall CE and then try to reinstall but instead i keep getting this error... "Exception EAcesss Violaiton in module-is B21D5.tmp at 00A80AD7. Acess violation at address 00E81CF3.Read of address 00000020."

Does anybody know what the ^ above error means? any help is appreciated and yes i restarted my computer several times already =/
