And how to decrypt all .ini files? Some of it can be decrypted, but some of it can't. So that, I want to ask about a program which decrypt all .ini files. I want to decrypt because I'm playing GBWC in VN, and my update path is different. And I want to know it.

If you are asking GameGuard encrypted .ini files, yes all of them can be decrypted. They all use the same encryption. Yet you can't hex edit its content and re-encrypt them. (public-key encryption).
