Can this be used as a sub for delphi

im trying to make my own uce and im having trouble finding the delphi program , but ive come across somthing that pretty much matches the discription
could this be used instead of delphi ?

delphi is just advance notepad, i heard u could just use notepad

you need delphi to compile cheat engine.
