they ban the account
10 reports = 2 day ban
GM seeing you bot/hack = immediate account ban

i believe you're able to make new accounts

They don't IP ban, because that would be just plain stupid. Me and a friend once had an hour to kill at an internet cafe and got IP banned from runescape on every computer in the place.
