i get that problem sometimes, try the following
ether change the rizenet server you are trying to connect to or let it keep trying some times it can take a while :)

restarting mIRC isn't the best solution, if ur trying to connect to irc.rizenet.org change it to embrace.rizenet.org or omega and that might help.

basically restarting mirc usually does work and then just connect to irc.rizenet.org again that usually solves the problem for me, and trying to connect to a specific server doesn't always do that ;)
