does anyone know how to get inside lower dam underneath where those 2 tubes are?

does anyone know how to get inside lower dam underneath where those 2 tubes are? I would start with a shovel if you feel REAL energetic. If not you can rent a 235 CAT excavator for about $300.00 for 8 hours and remove the tunnels. SORRY Blade just kiddin' but I dont know the answer
