With Cool Edit, you can just cut out pieces of a song. (Just delete the rest) I think there also is a sampler in Cool Edit, so you can use that too.
Attaching a pic tro a song is done with an ID3 tag. Google it and you will certainly find a program to add it to your song.

I DJ Myself, so yes there is.
Virtual DJ is probably your best choice to use.
Others to check out:
Cubis
Reason
Audacity for simpler chopping.

thi thread might be slightly oldish.. but cooledit pro 2.0 is slightly outdated.. a long time ago synthrilium (cool edit owner) was bought by adobe.. so now u can get the new cooledit in an adobe bundle..
also for those that find cooledit no so user friendly, u can try a proggy called sonic vegas, or sound forge
another way to blend songs toghether while adding various sounds, intros.. etc.. mainly involving an actual mixing of a song.. that means choping changing rithm changing pitching stretching loops from songs is Reason, i wouldnt sugest it for beginners.. but they gotta learn one day.. lol..
ps another good sound editing proggy is cubase
