It's the level 35 quest to get the level 35 9Dragon.
Does anybody know who do i talk to now? (to finish up the quest)

u go to orbis and talk to the guy with the cat on his head

That quest he already gave you the 1 Chest box then you need 50 Leather to complete it that part of it then you need to go to Orbis and find the guy that has the Toga and Kitty on his head like HydroFlip mentioned and he'll give you a super waepon. Then theres another one once you get higher level where you do the same thing but you just kill the Roman Pigs instead of gathering 50 Leather and then you talk to the Girl in Perion instead of talking to the guy in Orbis.

P.S. The guy is near the Skin, Hair, Facial shop in Orbis 2nd map going left after you exit the boat
