Okay, I have a pretty decent system:
AMD Athlon 1.4ghz,
512 RAM,
GeForce 4 ti4600,
Sound Blaster Live! Audio sound card,
Windows XP Pro,
Blah blah blah, the rest is all pretty standard.
And my fps never, never, gets over 50!
My friend also has a decent PC:
P4 2.2ghz,
512 MDRAM,
GeForce 4 ti4600,
Windows XP Pro
(that's all I know of his system, but it's all pretty good stuff)
Anyway the point is that he never gets over 50fps either!
Now, we both can run the newest and most demanding games flawlessly, so we should be getting higher fps... I am getting the same fps I had gotten before I upgraded from a GeForce TNT2 (Yes I know, no laughing) to a G4 ti4600.
Now I am not looking for any posts saying "Hahahahahahaha you should of gotten a Radeon" or anything like that that doesnt help, just getting that out of the way. Because the point is that I should still be getting higher fps.
Both of us have all the newest drivers & newest DirectX.

My friend said that in a game some guy said he was getting 100+ fps with just about the same setup, and that the guy said there was something you had to do to unlock the fps limit? Some kind of tweaking?
I checked tweakxp.com and other tweak sites... But found nothing.
Oh, and to get this question out of the way, I have tried closing all non-essential programs before running HL.
Thanks for the help!
P.S. - I have it to notify me when a reply is made... So please only reply if you can help. Thanks! ;)

well in your config there is a command called fps_max its set default as 72 just turn that up to 100, you can type it in the console also.

but 50fps i would say he has to turn off his Vsync (can cause it to run worse) its in Desktop settings, under advanced Video card tab Opengl settings and just turn Vertical Sync to Always off.

plus xp has a refreshrate problem, you can download a program to unlock it (does work)
program is called Reforce. use at own risk dont over set the Hz ratting can dammage your monitor. just select the default it gives select apply and reboot and you will see the difference already.

and if you type it in the console the cvar is: fps_max :)
And a link to reforce http://www.apachego.com/dl/reforce.zip :)

EDIT:
Okay, it works, but I am not breaking 70fps while in game (in ready room I get over 100fps) any suggestions why? My NS is in 800x600 mode opengl if that helps.

well i wouldnt worry to much 70fps is good, thats what i'm running, there are to answers to your 70 fps.
1. Your pc cant get any higher, (to much strain on your CPu/Video card)
2. did you edit your config? (cant remember the site with all the video cvars in it but i'll have a look for ya and post the link)

try a higher resolution, it normally helps... 1024x768 is pretty optimal for the new vid cards... they are designed to run at that res

I've tried 1024 x 768 for both desktop & half-life, but still no luck. :(
Any other suggestions?

dude 70 fps and 99 fps, you will hardly tell the difference, the eye can only see 30 fps any ways :) 70 is max i can get and my specs are.

1024 Pc 133 Ram
2.1 XP Thorobread <-- cant spell lol
WD 80 gig, 7200Rpm 8meg cache
Geforce 4 Mx 440 64mb. <-- getting ti 4200 soon :)

and i run 70 fps so there no worries.

I just wanted to build as fast as possible & JP better. It jumps from high 40's - 70.
My friend did that fps_max 100 and he gets 100fps now! In any map, in any situation!

Try also setting your fps_modem to 100. fps_modem 100. Try that, you should now get what you expected.. Remember, depending on your settings you will get different results.

you can also disable your vertical sync in your video card settings for opengl

Disabling vertical sync doesn't always help. I remember on my old Nvidia TNT2 it kinda messed up some things and caused quite a bit of trouble. Oh and as for Oxcide's comment about 30 FPS. The eye can only see 30 FPS, thats true, but in games the FPS are not the same as the FPS in movies, if you watch a movie @ 30 FPS and watch the same movie @ 50 FPS ur eye won't tell the diff but if u play a game @ 30 and a game @ 50 u will see the difference immediatly...

but in the game 60-100 fps doesnt really make a difference..well for they eye wise... but for me the only way to get up to 100 is turn the vertical sync off... oh well...
