lmao "warez" are illegal, "hacking" a game is not illegal, it's just a breach of the Terms of Service.
I'm not sure how dynamic IPs work but if I had to guess you get an IP address that is relatively similar to your last one so the admins could ban the range of IPs...

warez can take down a forum easily. For game hacking, it depends whether the game company involved is ready to take it to the next level(seeing MS, probably not, most companies are more of collecting money instead of lawsuits)
