Honestly, best you can do is googleing in this case.

it's shareware and it's not exactly just a converter (it's an editor) but you can open up a .wav file in it and save it as a .mp3 file which will convert it.

And since it's shareware it's not a big problem to use it a few times, if you really start to use it alot though it would be nice to support the authors and buy it, but for casual use it should be fine.
