I think waht he is wanting is that little 3d excited guy whos running around. Youl most likely want a 3d program to make that..they arnt too much more complictated than photoshop though. 3dMax is the best but expensive. You can get a kind of dummed down version of it though for free or try milkshape 3d for free also i believe.

personallt I find that Macromedia Fireworks does a great job at making animated .gif files, and since it's by macromedia they used some of the features of flash, making the process even easier.
