how to get pointers without debugger

does anyone know a method of finding pointers to an address w/o using a debugger?

If you find an address in Cheat Engine, you can then right-click it, and there should be an option to "pointer scan for this address".

I'm not sure if that involves debugging, but I don't think it does.
