With what program do I open the CEM files? What's their use?

Its a memory dump. You don't open it you load it.

I don't know why/how but they are in the script for CRC bypass (not gg) so u need it to stop maplestory from detecting your hacks

No it prevents MS from detecting change in your memory region. Because the CRC script make it run the cem.
