Well, I really don't have many details so i'll just explain whats going on as best i can.
Reformatted, Downloaded mapleinstall, Installed.
Problem is i click on the exe and i get a 1 second loading icon and nothing happens, Gameguard doesn't even show up.
I tried the manual patcher, Which may or may not have been a smart choice as nothing has changed.

Try using windows update thing to make sure nothing is missing from when you reformatted? Try reinstalling your graphics card or something like that..I'm not quite sure about this situation as it has not happened to me.

Understandably so, I searched and couldn't find anything on the situation. Thanks for your input none-the-less =)
Update: Tried updating graphics drivers and updating windows updates, Neither worked =[.

Is the installation a fresh download or a old one?
Are you lauching MS from the shortcut or the actual client?
When installing MS were you installing anything else?
As those may cause conflict.

2 fresh downloads, Tried twice. I've tried both executables and i wasn't installing anything else.
Don't mean to shoot you down on suggestions, but i've been trying to mess with this for 2 days. Its a killer when you have a push to actually grind aha!
EDIT: Do either of you gents know of a way to get an error report, For instance as i try to start it up it would show me the errors?
Much easier to inform yall of the problem.

If it doesn't runs it actually means the dll which is controlling it failed. Thats all
When after you uninstalled some files may not be totally clear its which is why it still gives you the same problems even if you reinstall it 1000 times.
It could also be due to your PC not having enough memory to execute it.
There are many reason why it does not works but its your PC we can't see whats going on.

I'm uploading my PC specs, The graphics card is a 7950 GX2. I couldn't remember if it showed on the dxdiag, Any suggestions in the dll issue?

Can you load MS using DXwnd. I don't really thinks its your graphic card fault.

im having the exact same problem as you, but now somehow the temporary installation pack isnt running, so, i hope someone figures this out.

Problem solved: right click my computer, go to properties, Go to advanced, Go to performance, Go to data execution prevention, Add maplestory to the list.
