Cheats on?

I saw in MOHAA... Someone that haves dog on... But if i try that there is staying: You need to have +set cheats on or something... But if i do that... Then i still cant... You need a program for this or something? If you know it send the link too

it could just be a host or admin that has admin scripts (cheats) running on there server
