To avoid any confusion:

"you'll never get banned for scripts or materials..." is correct.

The SV_PURE is checking materials in memory or hard dive ?????

Uhm, the materials in the materials directory on your hard drive, if you use any custom materials at all.

When you load game, all players’ materials copying to memory(DDR), after that when you changing server without restarting game it does not touching your players material in hard drive.
So what I’m thinking is to first join sv_pure Off server with wallhacked players models, then change player models to original and join sv_pure On server, TF2 will not load players models second time cos they already in memory, and server will check your original models which is on hard drive. So you will be able to cheating on sv_pure servers.
My English is crap, I hope you understand

Don't worry, your English is fine. (Your comment on that is pretty weird anyways.)

Every time you connect to a server, your client will see what the server's pure mode value is and then load the default materials from the game content files if necessary.
