If I (or any other user) were to create a TF2 (or any other game protected by VAC) but not release it, would it ever become detected?

I'm presuming though it will take significantly longer due to it's being used by 1 person, as apposed to HL2Hook which is used on a much larger scale.

Depends what method you use. If its a memory cheat, its more riskier.

I didn't even know you could create a memory cheat for Valve games.
Also... "its more riskier" is not correct grammar, to be correct it would be "it's riskier"

Indeed, all depends what method you use for coding the bypass/cheat. If it's just a regular 'way of doing it', it will most likely get detected quicker.
