Well this sub-forum seems more or less dead so I don't know if this works or if you all use it anyway, but here you go.

Usage Instructions: Run the .exe file and pick what cheats you want to
toggle. A TKC.reg file will be created in the same dir. This contains
all information needed for the cheats. Double click and press OK to
all messages coming up. You will now have the selected cheats on.
To modify your choise, just change the options you want.
To set the settings to default just run the program again and press Y
when question comes up. This can be done in the game also, by
confirming the choise there. SO if you don't want to change your
current settings you shouldn't "touch" the players menu ingame.
Changes in the .reg file is not recommended either.
