WHat is +level/20 mean!

I have an item that says

"increased damage +level/20"

Wtf is that?

Divide ur character level by 20 and that's the amount of additional dmg u get. So a lvl 100 char gets 5 additional dmg, lvl 200 gets 10, and so on.

I thought so but thats UBER pathetic. It cant be right.
