Well I already posted my opinion here http://www.mpcforum.com/showthread.php?t=49794 but then you accused it of being spam. What's up with that? Anyways like I said go to www.dslreports.com/test and run a bunch of the tests. Then at least you have something to tell your ISP when you call them. (if your bandwidth test ends up being lower then it should). As for not being able to send files through various programs, are you running a firewall? Maybe those ports are blocked? Hope this helps.

Yes i have Norton but it was the same with my old firewall ZoneAlarm Also i cant run the tests and it never finish :/ its that bad, i lefetd it for 15 mins still said running test...

And it says it should tack 30 secs.

Also i dont no anything about bandwidth, all i no is that when you run out you can download or something.

You could also try this test http://www.bandwidthplace.com/speedtest/ see if you have any better results. You might try disabling your firewall while you run the tests since the ports might be blocked. If that doesn't work I would definetely suggest calling your ISP assuming your computer is running fine otherwise.

Then below, click optimal setting.
Click Apply Changes and Reboot your system.

Run the speed test, tell us the results or link to them.

I've never had much luck with any of those internet optimizer programs although with a 3mbit connection I don't really have many problems. Like Syphon said post your test results.
