(Windows?) Packet Editor 0.9a

Anyone know how to use WPE to filter out packets? I can send packets but the filtering does not work. I have the newest version (0.9A) and tried it with 0.7A too.

I tried advanced and normal version. Nothing works. Anyone knows? It might just not work because it is not finished. Does anyone know an alternative?

btw. I don't mean blocking packets, but I mean changing packets.

I'll be on holiday (check sig) so I can't reply if you would post something, altough I really think other people will find it helpful too. BTW I should've posted it someone else I guess.
