Is there a program to start a song, while the one before gets done playing? DJ's on the radio do it all the time and i was wondering if it was possible on a pc.

if you mean editing then I would suggest cool edit pro (or as it's called now adobe audition) easy to use and has multitrack for doing exactly that. Othrwise winamp can fade from one song to another

rightclick => prefferences => plugins => output => direct sound => config => fade

I don't know the general answer, but if your trying to do it for MPC radio...
On your SAM2 broadcaster, put one song in each tapedeck. When the song starts to run out, slowly dim the volume, and crank the other up. In your options menu, you can also automate this so your broadcast is almost completely independent.
