CS:S updated steam source code?

I am just wondering what steam is doing, I thought that the source code for CS:S & HL2 were supposed to be constantly updated by steam. But, there are hacks out right now? Or is this updating of the source code some sort of BS that valve put out?

I don't actualy think it's Valve who makes up all this lame gossip about them "tracking pirated versions" and making fake releases and etc. It's just some kids fantasies; their first conspiration theory.
