At the top of the page where it has links to the rules, radio, download section, and arcade. They are in red letters.

Tune in to the official MPC Radio

Review the MPC Forum Rules

It is offline because it was not re-added after the server maintenance. It will be readded when the admins have enough time to deal with it.
