how do people in like civics get 300 mph and finish the drag in like 12.81 seconds.. is it a trainer?
how would you make a trainer to make the game go a certain speed?

You'de have to find the two addresses controlling speed and acceleration. Then raise the values since i believe every vehicle has its own multiplier of these two addresses.

Most cars in racing games have files that control the speed like you have suggested. Memory editing doesn't work but you might want to try this:
Dissasemble the game .exe or .dll's and look for a call to QueryPerformanceCounter. That's the function that some speed hacks use. Once you found the call (if it's even there), it's up to you do decide what to do.
