I have read what I could on the internet but have not found anything of particular use for my needs (notably flagrant cheating without getting banned) pertaining to VAC and/or VAC2. As I understand it, VAC isn't even working for CS source atm? (and, if so, when is this likely to change?) Furthermore, I was wondering if anybody knew of good resources on the workings of VAC. I finish up finals tomorrow and am looking to make some cheats over winter break, but would hate for Valve to wise up to me quickly. Lastly, are there any resources on spoofing/hiding steam accounts so that, in the event I get banned, I'm not out $50?

A quick recap for the attention deficit among us:

1. Is VAC actually working for CS source? If not, when will it be?
2. Does anybody know how VAC works so as to circumvent it?
3. Is there a way to avoid getting your own steam account banned?

but i don't understand: don't they ban our IP? or just the steam account? because i would like to get ban some people by using their nicknames + alt0160 trick, but i fear that they'll ban my IP

As I understand it, they ban by steam ID. All bans go through VAC so server admins can't do jack to get you banned from anything but thier server. The alt+0160 trick is only useful to avoid this. So probably if you do have a blue disk special, and can make many steam accounts you are set.
