sniper crosshair out of scope

how hard is it to create a crosshair for the sniper rifles when not scoped? oh and how hard would it be to get the out of scope accuracy back to how it was in 2.1 ?

ehm , yeah you cant change accuracy cuz then you would change the game that wont work.
