anyone else have this problem?

Well,certain authorization methods done by logging in may lag a bit.But if a specific server doesnt work,try irc.rizenet.org as wooolf said all so elequently.
or use my own 1337 server,irc.novahost.nl,wil get you on the network and bring my stats up :)

i can connect to messenger programs, ftp, websites
but not irc servers (none that ive found) anyway to do it?

you have to disable certain firewalls to connect to an irc network. by default it should work, but administrators usually disable it. you can use port forwarding for this to work (go on the master computer and forward ports to the one you want o use), but other than that there is no way unless you get admin status at your college/high school/work.

what used to happen for me was it would connect...take a while and slowly load all the windows, recently as soon as i connect it opens all 4 channels i have on autojoin within split seconds and its amazingly fast, i don't what happend but its been much better for me. I've never had a problem connecting to IRC servers but then again i never had a firewall either...(except the default XP one which i disabled 10 mins after the installation of Windows XP)

Maybe it also depends on the server that you are using or how long is your perform section...

Vf the perform section kicks in after you've actually logged into the server.
nu|| you should also check your settings in case you have enabled it to work behind a firewall or proxy. Some servers don't allow them to be used.
