CIDG (Crime Investigation and Detection Group) and NBI (National Bureau of Investigation) are two completely different law enforcement units, though they operate for the same objective-- to investigate, implement the law, and bring its breakers to justice.
CIDG ( http://cidg.pnp.gov.ph/ ) An independent division of PNP, which is under DILG that does investigation to help solve cases. The one that will help hack cases is their recently-made group under the Anti-Transnational Crime Group; Government - Computer Security Incident Response Team.
NBI ( http://nbi.gov.ph/ ) A government unit solely made for the establishment and maintenance of a modern, effective and efficient investigative service and research agency for the purpose of implementing fully principal functions provided under Republic Act No. 157, as amended.
So why CIDG?
1. They're the only people who responded to my inquiries about reporting account cracking (hacking). Though Level-Up endorsed both NBI and CIDG, there was a missing part--- the way to report such things.
2. I have helped someone before file a hack case to CIDG. They took us seriously, and had to take sworn statements from the victims.
I made this to clear things up. Since we have the complaint form from CIDG, and people keep thinking NBI and CIDG belong to the same company, I saw it appropriate to make this statement.

State there your plight as a victim of hacking in online games and request an investigation regarding it.
Then, please submit the complaint form and the letter personally to the CIDG Headquarters in Camp Crame.
Head over to the following office:
Criminal Investigation and Detection Group (CIDG) - Transnational Crimes Division - Philippine National Police (PNP) / Government Computer Security Incident Response Team (GCSIRT)
Police Superintendent Col. Gilbert Sosa - Director
Captain Weneco Fuentes
Look for those people.
If you are outside Metro Manila, look for the nearest NBI or CIDG office and file the complaint there.
Please remember that when you're submitting this, you must be of legal age to do this. If you're not (meaning you're below 18 years of age), get parental consent or contact LU.
And also, when you file a complaint, PLEASE BE SERIOUS. Don't just do this just to get your items back. Do this to JAIL THAT HACKER.
We need a serious example of how account hackers (or crackers) can go behind bars. You can make a difference.
