There's a guide on how to do it in the hacks section..download it..and go by it step by step. Can't help you right now since I can't log in..think servers are down.

they patched WPE Powerleveling by using static packets, they constantly change, send the wrong one and you get disconnected.

Also, you can still do a form of powerleveling, but its a more Manual form. Actually its not even considered powerleveling, its just considered Kill Swapping. (I kill you, you kill me)
