the no smoke doesnt seem to work

the previous version let me open up cs successfully. For this version when i click on the loader, then try to open up cs....cs loads then it keeps saying "cs is currently unavailable, please try again another time". I have to keep restarting my comp and doing the same steps until cs successfully opens up.....takes about 8 comp restarts.
