IP question

Well, I'm new here and I was wondering about getting banned.
If a GM bans you for hacking, do they ban your IP so you can never make a new character? Or do they just ban your account, and you will be able to make a new one.

they ban passport....as in your ic number..
you can create another account if you use you mother's IC.....or your great great grand mother's IC
