Cib hacking for RYL 2?

Hey all =]
3 hours ago I played with Cheater in RYL 2, Zion server.
I dont post here his nick.
His English lame, but he said his a cheater, he was a gunner lvl 50 [in 30 minutes]
He doesnt any godmod or speed hack, he got LOT OF GOLD
He got AAA weapon and all equipments are A!
He told that somthing Cib office giving something -__-
Do you know something about Cib?
