is this scam?

Edit by mod: Yes, this is scam, do not involve yourself with that site!
I've edited the address out, but anything with msowned in it should be avoided.

Most likely, it is. You can try if you wanted to, but it lacks key information. Like telling how it can give you the money and stuff.
